Group I countries listed in the left column of figure 13.4 are characterized largely by compulsory participation and universal entitlement to comprehensive services financed through a single payer. Group II countries listed in the right column lack one or more of these characteristics. The health insurance countries discussed in chapter 12 belong mainly to Group II. These different dimensions of entitlement, participation, and financing mechanisms are explored briefly in the sections that follow.
